Would you vote YES for complete health care for every Oregonian without raising your taxes?

 Free, complete, non-profit, no co-pay health insurance for everyone. Vote YES on I-28 and fund Oregon’s Future.

New Revenue Income for Oregon:

$1 Billion in new tax revenues[1]

It is estimated that I-28 will generate $194[2] Million Dollars every year in new taxes. These new taxes will fund several key programs without stressing your wallet. This new tax revenue is in addition to the 2 billion of existing tax revenues generated by I-28. Together that’s over 3 billion in additional taxes we can use to fund needed programs. I-28 will create over 11,000 new jobs for Oregon and create safe access to medicine through a State regulated and controlled dispensary system.

 The Oregon Medical Marijuana Program cardholders will consume over 1 million pounds of medicine in the next 10 years.  They will consume over 30 thousand pounds this year alone. Its time allow the medical marijuana patient access to controlled, State regulated medicine and tax those who use it.

 Facts:

  • There is little cost to run this program. DHS figures for 2008 show a cash balance after expenditures of 292,638.
  • Billions are sent directly to the Dealers every year. It’s going to happen unless we make the change, and put them out of business.
  • Patients don’t like dealing with Dealers, they need Safe Access to Safe Medicine.
  • Oregon needs better health care, for everyone.

How much more new income will it generate?

The first year alone it is estimated that the gross revenue will exceed 37 million dollars. Much of this is from the new dispensary and production license and tax, all State inspected and regulated.

It is estimated that the program will gross over 979 million in the next 10 years. That’s a lot of loot.  This could pay for health care, education, or maybe even fund our next fuel research.

 Where will the money go?

Proponents want this newly generated income to go to good use. Here is our proposal:

  • $1,000,000 (1%) will be the cost of startup and program administration
  • $9,000,000 (7%) will go towards Drug Rehabilitation Programs
  • $40,000,000 (33%) will go towards indigent patients, research and other new OMMA Programs.
  • 40,000,000 (33%) will go towards every Oregonian’s Health Care under the new Oregon Health Reform Act and in partnership with the State Health Board.
  • $18,000,000 (15%) will go towards Senior Citizens
  • $10,000,000 (8%) will go towards Pain Management
  • $4,000,000 (3%) will go towards Other programs such as the Healthy Kids program

 The Problem

Oregon is actively working on a Health Reform program.  The goal is to provide free, complete, non-profit (non Government), no co-pay, quality health care to all Oregon residents. This goal was easy to create.

 Funding this goal is a huge problem. Consideration was given to raising taxes.  Someone has to pay for this, but who? Everyone was willing to give a little. But when the cost is 5 Billion Annually, it would take a lot of tax to meet the goal. Doubling the tax on Alcohol and Tobacco would not even come close.

 The Answer

Let’s put a sin tax on the marijuana users. This new tax can generate a great percentage of the money we need to fund the Health Care Reform without taking any money from us (the average Oregonian). Let’s get the money off the Black Market and put it right into every Oregonians pocket. Let’s increase the quality of life for every one of us. Let’s face it, Medical Marijuana is not going away.

 Oregon Medical Marijuana Program has already made a huge dent in the cost of Health Care in Oregon.  Besides the medical benefits, there have been tremendous savings.  It has been shown that Patients in the Oregon Medical Marijuana Program have reduced medications by 90% and emergency room / doctor visits by as much as 98%.  The entire cost of Health Care to the State (100%) is by 15% of the population.  Most Oregon Medical Marijuana Program patients are in this 15% group. This represents a huge savings directly to the state. I-28 takes the next step in funding health care for all Oregonians. I-28 brings new tax dollars for Health Care while providing safe access to Oregon Medical Marijuana patients.

It’s time to re-think and create new solutions to old problems.
